Yeah, I think it about amounts to the same thing - Ohtori2.0 was created based on their mindsets after the TV series. Akio didn't have any power over them and was someone to be pitied, Touga was a real prince... I think the reason Nanami's not really there is because Ohtori1.0 didn't have any hold on her anymore.
iirc, the movie manga actually had the "WHAT A CRAZY DREAM!" ending. Utena and Anthy were in the real world, at the planetarium together, and they had fallen asleep on each others' shoulders. Utena woke up crying and said looking at the stars there always made her sad but she wasn't sure why. Then they walked outside holding hands.
